Understanding Your NDIS Support Budgets

Navigating the National Disability Insurance Scheme (NDIS) can sometimes feel complex, particularly when it comes to understanding how your funding works.

The Structure of Your NDIS Plan

Each NDIS plan has three main components designed to provide clarity and support on your personal goals, required care, and allocated funding.

  1. Your Goals
    These are the objectives you want to achieve with the help of NDIS funding, whether they relate to independence, skill development, or inclusion in the community.
  2. Your Support Needs
    This part identifies the specific support services you require to achieve these goals.
  3. Your Funding Allocation
    These are the financial resources the NDIS has allocated you to fund your support needs and achieve your goals.

Over time, your goals and support needs evolve. The NDIS provides flexible processes to accommodate these changes. However, funding rules are strictly controlled by the Agency, influenced by political landscapes, reviews, and broader operational adjustments.

What Does the NDIS Fund?

Since October 2024, participants are only able to use their NDIS funding for items listed by the Agency as NDIS supports. These supports must serve to complement—rather than replace—other available resources like those offered by families or community services.

The NDIS categorises funding into three main areas tailored to address different aspects of participant needs:

  1. Core Supports
    These funds are for everyday assistance required to manage daily life. For example:
  • Personal care
  • Domestic tasks
  • Transport services
  1. Capital Supports
    These provide for significant investments to improve functionality or independence. Examples include:
  • Assistive technology (e.g., mobility aids)
  • Home modifications tailored to accessibility needs
  1. Capacity-Building Supports
    These aim to foster skill development and promote long-term independence. Supports may include:
  • Employment preparation and training
  • Therapy and counselling sessions
  • Education and skill-building programs

Stated and Flexible Funding

Within your NDIS plan, each type of funding is classified as stated or flexible:

  1. Stated Supports are funding allocations restricted to specific services or activities as defined in your plan. For example, funds may be allocated to home modifications and can only be spent on those modifications and cannot be repurposed for other services.
  2. Flexible Funding provides more freedom to use funds within a category as per your goals. For instance, flexible core funds could cover either transport costs or personal care, depending on your needs.

Funding Components and Periods

Introduced in May 2025, a new classification system now organises NDIS plans into funding components and periods to enhance clarity and efficiency of use.

  • Funding Components
    This breaks your total funding into specific groups of support. It might group multiple supports like daily living, transport and consumable into a component called Flexible Core. Or it might relate to a single category or a specific support.
  • Funding Periods
    This breaks down your funding into smaller instalments across the duration of your plan. Any unused funds within a given period typically roll forward to subsequent periods of the same plan. However, accessing future allocations ahead of schedule is not permitted.

While these changes aim to improve participant outcomes, it’s important to understand how they can impact your ability to manage and optimise your funding.
